1.4.1供貨商必須為標的物OEM標準件號JXU70的制造商或其授權銷售商、飛機制造商。

1.4.2電動換發套裝工具包含電動換發工具JXU70、控制器及測試工裝。

1.4.3賣方在買方指定地點(海口)完成工具的安裝、調試及現場培訓。培訓時間不少于3天,培訓內容包括設備操作、日常維護、設備故障檢修及現場操作測試,并提供完整的培訓教材資料。
The seller completes the installation, commissioning, and on-site training at the buyer's designated location (Haikou). The training time is no less than 3 days, and the training content includes equipment operation, daily maintenance, equipment fault repair, and on-site operation testing, and provides complete training materials.
1.4.4賣方提供買方在首次實際上機使用的現場技術指導。
The seller provides the buyer with on-site technical guidance during the first actual in-flight use.
1.4.5賣方提供的設備及零部件需全部為新件且均提供原始廠家合格證或對等證明文件,不可接受二手件。
The equipment and parts provided by the seller must be all new and must provide original manufacturer qualification certificates or equivalent documentation, and unacceptable used parts.
1.4.6電動換發套裝工具以及包含的部附件保修期從交付日期開始計算1年,保修期內發生工具設備故障問題,廠家需在24小時內響應。
The JacXson U70 and the included accessories have a warranty period of one year from the date of delivery, and the manufacturer must respond within 24 hours if a tool equipment failure occurs during the warranty period.
1.4.7賣方需提供終身的免費的技術咨詢服務。
The seller must provide lifetime free technical consulting services.
1.4.8必須提供完整的技術資料,包含電動換發套裝工具使用說明書,操作注意事項,軟件安裝備份光盤,COC證書等,資料提供紙版及電子版。
Full technical data must be provided, including operation manuals, safety precautions, software installation and backup discs, and COC certificates. Both paper and electronic versions are required.
1.4.9以電動換發套裝工具實物在交貨地點實際測試的測試結果作為工具合格的佐證,測試標準根據設備說明書相關功能要求執行,且廠家對相關實測內容及數據進行如實登記,形成紙版確認文件。
The test results of the tool tested on-site at the point of delivery shall serve as evidence of the tool's compliance. The test standards shall be carried out according to the relevant functional requirements in the equipment manual, and the manufacturer shall record the actual test content and data accurately, forming a paper confirmation document.
1.5報價要求:國外工廠交貨價,包括提供貨物所需的產品、包裝材料、安裝、培訓等一切為投標和履行合同所需的全部費用。

2、招投標形式Form of bidding and tendering
2.1招標形式:公開招標,有意向供應商在規定時間內完成報名、提交資質文件,經招標方審核通過后發布招標文件。
Bidding Form: Open Bidding. The interested suppliers shall complete the registration and submit the qualification documents within the specified time, and issue the bidding documents after being approved by the Bid Inviter.
2.2招標文件發布時間:招標文件以郵件形式發送,發布日期以項目推進具體時間為準。
Release Time of Bidding Documents: The bidding documents shall be sent in the form of e-mail, and the specific time of project promotion after the release date shall prevail.
2.3投標截止時間和開標時間:投標截止時間以項目規定截止的時間為準,開標時間以招標方通知時間為準。
Bid Deadline and Bid Opening Time: To be confirmed by the subsequent Bid Inviter.
2.4評標方法:最低價評標法,即評審小組成員先審查競標方資料是否滿足招標要求,再分別對競標方“技術”、“商務”兩階段需求的答復等進行審查,技術階段包括但不限于供應商資質和經營狀況、相關條款應答情況、品質滿足招標要求等。在任一階段,經項目小組確認,存在競標方不符合項目需求的,將取消其最終商務(價格)決標資格。即本次評標是在滿足招標方技術及商務條款基礎上,報價最低者中標。
Bid Evaluation Method: Lowest price bid evaluation method. The members of the review team shall first review whether the bidder's information meets the bidding requirements, and then review the bidder's response to the "technical" and "commercial" needs, including but not limited to the supplier's qualification and business status, the response to relevant terms, and the quality meeting the bidding requirements. At any stage, if the project team confirms that there are bidders who do not meet the project requirements, their final price bid qualification will be cancelled. That is to say, this bid evaluation is to meet the technical and commercial terms of the bid inviter, and the bidder with the lowest price will win the bid.

未通過上述資格要求審查的報名人不具備投標資格,采購方有權認定其不具備投標參與資格;任何時候發現投標人提交的相關文件、證明材料或承諾系偽造、變造或捏造的,將取消其投標/中標資格并列入海航航空集團不良行為供應商名單——視為其已主動放棄自本次投標之日起5年內參加海航航空集團任何采購方式下任何項目的采購活動。
If the applicant fails to pass the above qualification requirements does not have the bidding qualification, the Buyer has the right to determine that it does not have the bidding qualification; If the relevant documents, supporting materials or commitments submitted by the bidder are found to be forged, altered or fabricated at any time, the bidder will be disqualified from bidding/winning the bid and listed in the list of suppliers with bad behavior of HNA Aviation Group .(It is deemed that it has voluntarily abandoned participating in the procurement activities of any project under any procurement mode of HNA Aviation Group within 5 years from the date of this bid.)
